Job details The Training and Product Development Specialist will be responsible for providing technical assistance in the establishment, development and management of the staff training and product development functions of Bayan County Village & Township Bank.

Key Areas of Responsibility:

1. Management of Training Unit

• In collaboration with the Head of Human Resources and other relevant departments, recruit, hire, train, support and motivate staff; and
• Maintain a high standard of discipline within the Training Unit and ensure that all staff are performing to expectation.

2. Product and Systems Development

• Conduct market research and analyze and present the results to the management team;
• Develop and update the manuals of policies, procedures and norms in collaboration with the COO and his/her department and with the joint agreement of the management team;
• Evaluate the characteristics of all products and services and make necessary modifications in collaboration with the COO and his/her department and with the joint agreement of the management team; and
• Work with the IT Department to ensure that the MIS is adapted and customized to reflect the above modifications in a user-friendly manner.

3. Supervision and Monitoring

• Together with the CCO and his/her Department, control the correct application of policies, norms and procedures at the branch level and ensure that the entire loan process is working according to procedures; and
• Provide input and feedback to the COO and his/her Department regarding the implementation of the performance management system.

4. Unit Reporting

• Prepare regular reports on the unit’s progress in completing its annual plan.

5. Financial Planning and Management

• Develop annual plans and budgets for the Product Development and Training units;
• Approve unit expenses within the budget parameters; and
• Fulfill all other functions and duties as required by the Managing Director.


Qualifications and Requirements:

• Undergraduate degree in Business, Accounting, Finance or another related area of study. Relevant work experience can substitute a degree.
• At least two years of senior credit management or training experience in the microfinance sector, preferably using an Individual Lending methodology for commercial microfinance.
• Experience with portfolio management software packages ideal.
• Fluency in both Mandarin and English required.
• Detail-oriented with an ability to work independently and as a team member.
• Experience in bank “downscaling” to microfinance and a commitment to the social mission of microfinance.
• Strong leadership, people management and analytic skills. Must be able to assess credit applications and think strategically using financial analysis.
• Excellent oral and written communication skills with an ability to present financial information effectively.
