Job details OVERALL PURPOSE OF THE JOB

Responsible for China’s strategic relationship with key Chinese policy makers at both central and provincial level and the delivery of targeted advocacy in support business goals. The incumbent will be responsible for helping the China management better understand the Chinese government systems and dynamics, identifying key governmental stakeholders, building and nurturing relations with selected stakeholders and maintaining a matrix of relationship with priority external government stakeholders. He/she will serve as the liaison with government officials towards positively affecting the China bottom line performance.

PRIMARY DUTIES & RESPONSIBILITIES

• Works jointly with China business units and functions to quantify their objectives and determine how government policy and regulations may impact them.

• Monitors the development of related government policies and agriculture subsidy policy in particular and identifies specific initiatives that pose opportunities or threats to China interests.

• Works with China units and functions regarding pending government policy and regulatory initiatives to collaborate towards the development of strategies and action plans that will improve the Company's financial position.

• Builds and maintains relationships and interacts with MOA, NDRC, MOF and other key government agencies and organizations to advocate and develop support for China interests.

• Works with China units and functions to manage the government ag machinery purchase subsidy program and lead the annual subsidy applications.

• Coordinates with trade associations, business coalitions and other groups to develop support for China positions.

• Assist the Corporate Affairs Director to manage the agenda of Company senior officers’ meetings and engagement with Chinese government officials during their China visits. Prepare for the briefing package.

SKILLS ESSENTIAL TO THE JOB
Technical

• Good understanding of Chinese political system and government/regulatory decision making process
• Familiar with Chinese industry policy, rural policy and project approval procedure and have good business sense.
• Knowledge and understanding of government policy and political developments related to China's operations.
• Good communication skill, interpersonal skills and diplomacy
• Have the ability to organize and work with people at all level in China and at Headquarters
• Market knowledge – understanding of equipment manufacturing industry, preferably agriculture machinery industry and/or construction equipment industry
• Strategic orientation – an awareness of “big picture” facing the business in a broader range of issues, markets and cultures.
• Effective verbal and writing skills in both Chinese and English languages

QUALIFICATIONS REQUIRED

• University degree in a business/management discipline or equivalent
• A recognized player in China with 10+ years of significant experience working in a multinational company’s government affairs/BD function, in trade associations or government agencies, ideally in the ag machinery/construction equipment manufacturing industry
• Already possessed a robust network of relations within Chinese government agencies and trade associations
• Experience in project management would be a plus

SPECIAL CONDITIONS
This is a non-fixed working hour position, may require the candidate to work over weekend or make domestic and international travels.
